I ask a supplementary question to the Deputy Minister of Home Affairs, as the police have arrested 18,349 people under Ops Cantas and several hundred papers have been opened investigations (in response to my minister on October baip 21, 2013), the government plans to build more prisons with more room in the upcoming budget year.
We see some of the central government grant early release to prisoners in an effort to ease the burden of the government, but the government in Malaysia do the opposite, that we detain more criminal suspects and put them in jail under Prevention of Crime Act, and thus, adding importance to government obligations.
The Government should introduce a punishment clause "community service" in the law so that more offenders should not be confined light long in prison and reduce baip the burden baip of government.
In addition, I also wonder why the prison denied the application YAB Lim Guan Eng to visit Utayakumar activists in prison. Lim Guan Eng has written baip a letter request permission from the minister but he was not given any answer to this day. This question can not be answered by Wan Junaidi.

For your information and Honourable Members of this Honourable House, Prison Department baip statistics on 30 September 2013 shows total prison inmates throughout the institution was about 39,710 people of Malaysia.
Based on the approved budget for the estimated expenditure for each year of the Prisons Department from 2010 to 2012 on average a total of RM655.96 million was spent to deal with the whole prison and inmates.
